Is anyone else having problems with 'ntpq'?

I've upgraded the 'ntp' package on one ubuntu system and the new version 
seems to have problems with the old config file.

Specifically, when the server is running, and I type `ntpq -c peers` I get

localhost: timed out, nothing received
***Request timed out

but when I do `ntpq -c peers time.nrc.ca` I get the desired results with 
all of the servers listed in ntp.conf responding.

I can see that the ntpd server is running but the usual query tools 
don't work the same say.

Any suggestions?
