This can be an iptables kernel option not set or
module not loaded or iptables version out of sync with
kernel version.
grep for CONFIG_IP_NF or CONFIG_NETFILTER in
/usr/src/linux/.config or similar and check for an
option not set or compare the list with another box
where it works.
