Accessing Toronto Public Library's Website with Linux

I tried this on my Debian and SuSE 11.0 distros and get a No Such File error. 
Is the command correct?
Is 'echo' supposed to add this line to the proc filesystem?
  
Now the site is almost useless,  I just don't use TPL unless I have to.
