What starts rpc.mount?

What starts rpc.mount?  I rebooted a server last night and rpc.mount
started up, taking port 993 from dovecot and thus borking the ability to
retrieve email.  I found the offending process with lsof -i, but I don't
use rpc, so I want this to never happen again.  Any suggestions?
