Steel rebar (anode) is used to reinforce concrete and in older buildings
can be found not only in the floors but also in the walls. Rebar is
sprayed with zinc (cathode) to prevent corrosion. The resulting electric
current can and often does interfere with wireless signal transmission.
If the walls in your apartment are plaster over concrete (as opposed to
drywall over framing) then the conditions above probably reflect your
situation and your best bet is going to be a wired connection between
your router and your game console.
