Maybe it thinks there's nothing to do because there's already a higher
version of the same package installed.  You could try removing
kernel-devel, and then install the particular version that you need.
No clue if it'll actually work.  You could also try upgrading the
kernel itself, instead of mucking about with kernel headers.
