Honestly, I think the water supply is the biggest soft spot.  Any number 
of deliberate or accidental occurances can comprise the water supply of a 
major city.

Major storms and fungal blooms have been known to render water supplies 
unusable - before we even get on to a deliberate attack.

I recommend everyone to start holding water reserves in your home if you 
don't already.
