    The proposal requires a minimum of 3% of the popular vote to have
    anyone elected.

    I haven't done the math, but I cannot imagine any of the smaller
    parties getting more than 1 or 2 seats each under this scheme --
    not enough to dictate anything, only to ensure representation of a
    significant portion of the electorate.
