That's an interesting point.  Back home in Australia there was an issue 
with stores leaving "Floor is wet and slippery" signs up all of the time 
just in case the floor became wet and slippery.  The courts took the 
position that if the signs were up all of the time they would be ignored 
by members of the public and therefore they would cease to have any value 
as a warning device.
