Well, I've been with them for many years and fine the service is quite
good.  It's certainly much better than my experiences with Sympatico. 
Now you again say "block".  What is blocked, other than port 25?  What
throttle are you referring to?  There was some mention of one in the
paper a couple of weeks ago and Rogers said it didn't happen and I
haven't experienced a throttle using the service describe.
