I just re-tested on my home computer: Kate is working as-expected on a
similar setup.

So I SSHed into my work computer and it's running dcopserver.
However, running dcop gave me:

$ dcop
ERROR: Couldn't attach to DCOP server!

So perhaps you're onto something.  I'll take a look when I'm back there.
