Can't connect to local webserver

I'm testing a Python-based webserver that serves a Hello World type
application on port 8080.

If I connect to http://127.0.0.1:8080 with a browser I get it.  If I
connect to http://<my IP>:8080, I get 'server not responding'.

I have no firewall running, and I've tried this on Debian Etch and
Gentoo.
