BTW, the good news isn't 100% good.  Most of the "no" votes were
"no with comments".  They switch to "yes" if the comments are
addressed.

Prepare for recursion.

The comments on these votes were to the effect that the US should vote
"no, with comments" with the comments being a selection of the
technical public comments.

If the US so votes, the US "no" becomes a "yes" if the comments are
addressed (satisfactorily?).

Since I don't know the actual technical comments, I cannot tell if
that is a high bar.

Besides, there are a couple of weeks left for backroom magic before the US
vote is decided.
