It is quite possible to make a computer with fans that is quiet.  The
one I built last December for my sister is so quiet that I have to check
the power light to make sure I turned it on when I do anything on it.
Not bad given it has a power supply fan, 2 case fans, a cpu fan and 2
harddrives running.  It is all about choosing the right components if
you want quiet.
