As for routing, it would be IP, not TCP that's used for routing.  There
are other routable protocols, such as IPX, but they wouldn't be used for
the internet.  I'm not sure if I understand your question, but I think
you're asking about quality of service issues.  If so, you generally
can't count on them for use on the public internet.
