If you assume its purpose is to restrict trade in drugs. If it's purpose
is to enhance police budgets, it's worked fine. The illicit drug industry
and the police are co-dependent.

The drug guys need the police to keep the drug prices up, the police need
drug busts to keep their budgets up.
