Inquiry about FREE mailing lists

As an information source, OK, but it doesn't work for time-
sensitive information. Trouble with yahoo groups is that you can't
broadcast messages. If I need to send an announcement to everyone
in my group (this is supposed to be a closed-subscription list),
how do I know that everyone has read the email if I have a meeting
to announce?
