Best bet for an almost totally gutted IE (and everything else) is TinyXP. Rev 02 
is the one I think, newer versions had IE put back in for some reason. At an iso 
weight of around 140mb and full install around 400mb, using about 40-60mb of 
ram, it's size and speed are better than many a base debian or ubuntu install 
(for a desktop that is).  If you've got an XP key, check it out, put your key to 
use on a spare partition.
