Dan's Guardian is a very good solution; just be aware that it filters
based on content, rather than source. It does not maintain lists of bad
sites, rather it maintains policy based on content to be "affected".

If you still want to maintain a blacklist as well, there's a commercial
subscription project, http://urlblacklist.com/ which works with Dan's
Guardian. Or you can build your own.

This is actually a usable policy as an alternative to blocking, for
companies that don't want too many restrictions on employees.
