CMS with picture voting

Drupal has some excellent capabilities in that area. There are multiple 
voting modules (a whole voting api in fact), and multiple photo modules. 
There is even a module that integrates with Gallery2 (another good CMS 
built entirely around photos). There is also a Lightbox2 module that 
displays photos in a nice javascript foldout/dropdown box without ever 
leaving a page.
