Len: while I agree with you about your bandwidth needs, I disagree
about the necessity of buying QoS guarantees at places other than your
point of connection to the internet.  The beauty of the internet in
its current state, which really should be preserved by something like
net neutrality, is that you don't need to buy such a guarantee, if you
and your partner have sufficient bandwidth at the endpoints, the
connection will end up being that fast anyhow.

The real legal issue with net neutrality legislation, IMO, is wording
it so that it doesn't hamper good things, like ISP caching (which I
currently understand as being a good thing... someone can correct me
if they think otherwise)
