I think that comment was meant to apply to colleges/universities  
which have come under fire due to students being the heaviest file  
traders (or is it largest demographic of file traders?)  The  
universities just cave into the pressure and try to 'educate'  
students that file trading is wrong.  Some have even made purchasing  
a subscription to those legit music services as part of tuition (or  
maybe it was that they were considering it?).  This really applies to  
the States though.
