One company has developed a web database system to help dictatorship countries' people to reach out the truthful world and you can put an advertizing to collect money as well.
 
The web application is a pure Java Servlet JSP program. If you worked with Apache Tomcat, it will be very easy for you to understand and to install.
 
The language of the interface can be changed on the fly.
