Wow, that's an interesting document.

It indicates, for the project in question, that FOSS is more expensive
in the first year, due to the need to spend a lot of resources on the
migration.  Which is quite fair, particularly in that it indicates a
pretty hefty amount spent on rewriting software.

It pays back in year 2...
