Jack, but Harper?  Heheh.

Seriously though, from my admittidly lacking knowledge of political
theory, it looks like foundations are being set for a new class of
political parties - parties capable of communicating effectively (with
modern tools, internet et. al) with the public, and capable of
leveraging the benefits of a public think tank.
