Hi Howard,

I can create PDF files using xpdf tools (a2ps and ps2pdf) or openoffice 
in ubuntu and pdfcreator/xpdf/openoffice in windows. But cannot 
annotate/edit existing pdf files though as other writers have pointed 
out there are pgmg and commandline tools/libraries to do this work 
(pdftk, perl modules, sourceforge libraries etc).
