if dma is off, then turning it on speeds thing up HUGE,
but usually it will go on auto if the IDE controller (chip set), etc is detected in kernel.
So usually you don't have to play with it.
If you do have dma=0 and change it to d=1
and it takes, and doesnt give you any issues, then you might want to check you boot log
and see why its chooses to not go with DMA (by default)....
as for 16/32 transfer, etc, again usually auto ... probably have to make sure 
your bios has the right options for your drives.
