Debian (and hence Ubuntu) considers it a bug when a program has no
manpage, so package maintainers generally write one if upstream
neglects to.  This may be a pleasant surprise if you use another
distribution.  Or maybe not.

Anyway, info manuals were not supposed to replace manpages, they
serve a different purpose.  That the GNU project decided the purpose
served by manpages wasn't a valid one is another story.
