That is what dvdauthor is for.

Same tool.  -dvd-video tells mkisofs to order things specifically as dvd
wants it and I believe adds udf structures to the media too.  adding
-dvd-compat before -Z is also a good idea to make sure the burn is over
1GB and finalized.
