yum update needs so-and-so

I've been using "yum update" every week on 2 machines. Both have the
same yum.conf. For some reason, one of them has started giving me grief
with hundreds of lines complaining about unresolved dependencies that
say things like
	Package openssl needs /bin/sh, this is not available.

Google reveals hundreds of references to "yum" and "is not available"
but I haven't found anything helpful. Any suggestions?
