Mike and John,
I am a mechanical designer. I have used AutoCAD a lot, and I am now on SolidWorks.
I have used the free version of QCAD to generate drawings of a house interior. It works, but it is very limited in capability. I especially missed object blocks.
If you are serious, you are looking at proprietary software. You can investigate VariCAD at http://www.varicad.com/. This is reasonably priced, but I have not tried it out.
Pro/E has a Linux version out. Between the license, training, annual support and a new computer to replace your current one which is almost certainly not fast enough for 3D parametric CAD, you are looking at something on the wrong side of $10K. Pro/E encrypts your files, making it the antithesis of free software. Any other 3D CAD package running on Windows would be less evil (in the RMS sense). You are still on the wrong side of $10K.
I am getting ready to upgrade my home computer to Fedore Core 3. I have had a quick look at Xfig on FC2, and it appears to have dimensioning. I do not know if this is intelligent dimensioning. It might do the job for you.
