Performance issue under newest Debian

This wasn't picked up but I wanted to post an update, "for the record". 
After some testing (suggested by the folks over at TPM) I've narrowed 
the problem down to a system issue, not a perl or postgres problem. 
Still don't know what the actual problem is, but I do know what it isn't.
