One nice thing about udp based vpn's, is that they're hard to scan for.
 A non-responding upd port looks exactly like one that's blocked by a
firewall, that is no response whatsoever.

I fully support the ban on public servers, as they may generate
excessive traffic. But what about ssh or vpn access to one's network?
Is that in fact a "server"?
