The ability to execute a command from inside ftp has been disabled by 
default fo a long time (when there was only one ftp server on Unix and all 
ftp sites were marked experimental).  I just had a quick look through the 
man page and did not see an obvious way to turn it on in vsftpd.  It is 
entirely possible the developers of vsftpd did not build this feature in 
at all.

So executing the script through ssh is not viable?
