It's just aluminum, nothing at all dangerous.  But mere scratches won't
necessarily do the job -- the error-correction codes on CDs are
*seriously* good and can recover from a remarkable amount of damage. 

I usually just take a pair of tin snips and cut them in half.

If you're really determined to obliterate them thoroughly, the better
paper shredders will now do CDs too.
