FAT16 with vfat extensions has a limit of 512 entries in the root dir
(less if on a small filesystem like a floppy).  Each long filename takes
multiple dir entries, so it doesn't take many long file anmes to fill
the root dir.  If you use FAT32 with vfat however, you have no such
limit.
