All web based solutions count on non-proxied http connections, if you are 
using an ISP proxy then the web based test is unlikely to work.

Looking at a script that I wrote a few years ago for keeping my dyndns.org 
address up to date they were using port 8245 for connections ... that port is 
unlikely to be proxied.
