I think you're right for operational areas where maintaining a process
is most important. (Though even there, *someone* needs to be enough of
an outsider to prevent total stagnation and the resulting inability to
adapt to external changes.)
It's much more obviously a poor decision when you hire for nominally
creative positions and filter based on a resemblance to the existing
flock.
