Yeah, I think you're only allowed one extended partition per drive.

One time I tried to install only an extended partition on a 2nd drive.

Not only was I unable to have it commence at cylinder 1, but Win98 had 
fits seeing anything on that drive.

Thus one must install at least one primary partition alongside your 
extended partition.
