I also found this:

Thunderbird … user_pref("mail.forward_message_mode", 1); // 0 = 
attachment, 1 = inline.

This I think is for Thunderbird 1.5 RC, that allows you to edit the 
config similar to Firefox's "about:config". Accessed from the Advanced 
Options Config Editor.
