I once had a similar instance... bought a *cheap* case that came with a 
PS... put the motherboard in (a used one that I knew worked) and things 
didn't power on. Called the place and they exchanged the PS for a free 
upgrade. Sort of like they know that a certain percentage will come back 
immediately, so they give you no trouble in getting a higher-quality PS 
for free.

Best thing, like Lennart and others mentioned, is to buy brands you 
trust, like Antec.
