I wonder what would happen if I created a directory for the device,
and in that directory, I created the device statically with the
permissions and ownerships I want and then udev can go do whatever it
likes.

It seems to be a better than delving into /etc/udev, and dealing with
a whole other set of intricacies. It's an idea I have, and I am just
going to try it.

Thanks for everyone's help so far!
