X-ray emission from a target is isotropic or nearly so. The only trick 
is that emission occurs at the surface of the target and the direction 
with highest radiation is perpendicular to this surface and away from it 
(any rays passing through the target are attenuated). The same link you 
refer to has a schematic drawing of a tube with arrows indicating the 
emerging rays.
