Actually, most power supplies can float, but are often grounded inside 
the case.  All it takes is one wire to ground.  It's usually not to 
difficult to  convert such a power supply to float.  Also, all regulated 
power supplies have a means of measuring the voltage.  This is normally 
done right at the output terminals, but with remote sensing, the sense 
lines are connected to separate terminals, rather that the power supply 
output terminals.  It may be more difficult to convert a power supply to 
remote sense, as it requires the sense circuit be completely independent 
of the power supply, except at the load.  This means they cannot share 
any common circuitry inside the case.
