Dunno.  I always thought that DXF was an ASCII representation of Autocad's
DXB. 

We have some clients that like varicad, BTW.  And it seems to support 2D DXF
[and 2D/3D DXB] based on a really fast google search [DXF varicad].
Varicad's viewer is free, too.
