In an ideal world you are right. There are emerging solutions to this problem 
(SPF et al) but they aren't in widespread use yet.   Since the email was 
blatant spam (aka virus) it would have been nice if it had been stopped based 
on that but there are server and administrative overhead to doing those 
things.
