It's kinda the same thing.  If you have a credit card, you can get a
paypal account almost instantly.  Whenever you want to cash out, you can
have the money transferred to your bank accound (costs 50 cents), or you
can get a debit or credit card (costs nothing) which debit from your
account.

Seems even easier than having a merchant account to me.
