We don't need to get pedantic, when Chris says he's using KDE he means that he
is using kde's window manager kwm, I'd bet the bank on it.
Chris (A), most KDE stuff that you'd want to configure is in the control
panel. Just checking the control panel in KDE 3.2.1 I see that the keyboard
shortcuts are defined under the "Regional & Accessibility" section.
