Almost ;) Just like the OpenBSD project they don't provide ISOs. You can
install it for free from the FTP sites but they would prefer if you
bought the CDs. It's legal to make your own ISOs or copies of the CDs
and distribute them.. the only condition is that you have you give them
away for free.
