Besides what Ladislav mentioned for existing users you should be able to 
change the default shell for new users by modifying the adduser command.  

Usually a command such as "adduser -D -s /bin/ksh" would set the new default 
shell.  All users added from then on should have ksh as their shell ... note, 
I don't use Fedora so I'm not certain about this.
